On November 29, the Postal Regulatory Commission (PRC) ruled that the implementation of Full-Service Intelligent Mail barcode (IMb) constitutes a rate increase. Consequently, the Postal Service is delaying the January 26, 2014 implementation of the Full-Service Intelligent Mail requirement for automation price discounts.
I have written about the January 26 deadline several times, and during my research, I was repeatedly told by the USPS that this was it — no more delays. It was really going to happen this time. Guess not.
Here are some comments from around the industry:
“This could cause a firestorm of backlash from mailers customers that have been scrambling to get compliant. Not to mention the money spent!”
“No one expected this outcome. The possibility should have been communicated, and it wasn’t.”
While this will buy the USPS time to “plug holes” in the system, it certainly must be a blow to those who have worked hard to meet the requirements. But then, early implementation just gets you those automation benefits earlier.
